HISTORY

The National Police Commission-National Capital Region (NAPOLCOM-NCR) has always been known as the “premier region” from its inception on April 2, 1991 pursuant to NAPOLCOM Special Order No. 74. It was initially housed at the ground floor of the then NAPOLCOM Central Office located at the ALCO Building, Sen. Gil Puyat Avenue, Makati City. On August 5, 1992, NAPOLCOM-NCR transferred to the 2nd and 3rd Floors of Francisco Gold Condominium I, EDSA, Kamias, Quezon City. Then on July 24, 2006, the Regional Office moved to the 3rd and 4th Floors of Jacinta Building II, Guadalupe Nuevo, Makati City. On September 18, 2014, NAPOLCOM-NCR transferred to its present home at the 4th and 5th Floors, NAPOLCOM Building, 371 Sen. Gil Puyat Avenue, Makati City.  

A total of seventy-six (76) personnel led by Dir. Josefa M. Fres and Atty. Pablo R. Cajigal as Regional Director (RD) and Assistant Regional Director (ARD), respectively, constituted the workforce of the newly organized Regional Office.  

On July 10, 1993, Dir. Fres and Atty. Cajigal relinquished their duties and responsibilities to Atty. Agaton V. Vergara (RD) and Atty. Charito B. Piga (ARD) who were later replaced by Atty. Estrella O. Avena (RD) and Atty. Simeon M. Hernandez (ARD) on July 1, 1994.

Atty. Emilio P. Salumbides and Atty. Manuel L. Pontanal assumed the posts as Regional Director and Assistant Regional Director on June 22, 2000. With Atty. Pontanal’s promotion and consequent reassignment to the Central Office, Dir. Benjamin A. Florentino took over as ARD on February 10, 2003. Subsequently, Atty. Marte S. Palomar assumed the ARD post on March 23, 2004, following Dir. Florentino’s reassignment to NAPOLCOM CARAGA. On April 5, 2005, Atty. Romeo D. Ustaris took over as Regional Director with again Dir. Benjamin Florentino as his Assistant Regional Director. Upon the latter’s reassignment to the Central Office on March 21, 2006, Atty. Violeta N. Pondavilla was designated as Officer-in-Charge, Office of the ARD.  

With Atty. Ustaris’ compulsory retirement on April 3, 2006, Atty. Verulo C. Mapanao took over the helm of NAPOLCOM-NCR who was subsequently reassigned to NAPOLCOM Region 3 on December 14, 2007. He was replaced by Atty. Emilio P. Salumbides, with Atty. Joseph S. Celis as Assistant Regional Director. On December 1, 2008, Dir. Cynthia S. Navarro replaced Atty. Celis who was reassigned to the Central Office.    

Upon Atty. Salumbides’ retirement, Dir. Yolanda S. Lira was designated as the Regional Director on August 13, 2011. Then on August 4, 2014, Dr. Francisco A. Delos Santos, Jr. was designated as OIC, Office of the ARD, replacing Dir. Navarro who compulsorily retired.    

On January 17, 2015, Atty. Ferdaussi B. Masnar was designated as Acting Regional Director after Dir. Lira’s retirement. With the former’s reassignment to the Legal Affairs Service, NAPOLCOM Central Office effective January 7, 2016, Atty. Manuel L. Pontanal took over as Regional Director who was later reassigned to NAPOLCOM Regional Office No. 3   as Acting Chairman, Regional Appellate Board.  

Effective March 2017 up to present, Atty. Romeo E. David heads the NAPOLCOM-NCR’s personnel complement of sixty seven (67) broken down as follows:
